Picking up from the chat mentions last night, if you need a mage to summon him:
Unlike Final Fantasy mages, Anders doesn't summon things for combat as a matter of course. There is a context within which he can summon things (or rather, Justice can), and I can think of a reason why he'd try to do it here: to reassure himself he can't do it here.
If you need someone to summon Shirou, I think I can arrange a scene wherein Anders tries to summon shades, obviously hoping he'll fail; he'll need another character or two to stand by and kill them if he succeeds, and possibly also to kill him: natural candidates might be Nathaniel, Karagen, Quote, or Martin (maybe Hawke depending - I'm not sure, as he might not want her involved, but she's been able to defeat his shades in the past). And when he tries to summon shades, of course, it doesn't work, thankfully — but he ends up summoning Shirou.
Does this sound plausible? I know nothing of Fate/Stay Night.
